 | Harmoni-CA Forum & Conference (February 18-19, 2004) : General Information |

 | Objectives | Harmoni-CA is a concerted action
supported in the 5th framework of the European research activities in
the field of water (Water Key Action, Environment and Sustainable
Development programme). The objective of Harmoni-CA is to create a
forum for unambiguous communication, information exchange and
harmonising the use and development of methodologies and Information
& Communication Technology (ICT) tools supporting the development
of Integrated River Basin Management Plans (IRBMP's). Harmoni-CA is
organising a first conference in order to facilitate the dialogue and
help bridging the gap between researchers, technology providers,
policy-makers and operational managers, helping the demand and
support to be matched. The demand, for instance, will be based on the
experiences in the WFD pilots and in the actual implementation.
Support will come from EC supported research projects, national
initiatives and other sources. The focus of the conference is on the
Water Frame Directive (WFD) implementation phases 2004-2006 and
2006-2009.
 | Rationale |
The European Commission has published
guidance documents. Pilots are held and evaluated. Throughout the
European Community the deadline of the first phase is putting
pressure on governments. Demand for support will be even stronger in
the forthcoming phases of the WFD implementation.
In the enormous amount of ongoing WFD
work, especially on the level of operational managers, many issues
arise that cannot directly be answered. On the other hand,
scientists, ICT specialists and consultants are researching,
developing, providing and applying innovative methodologies and
technologies in a large number of research studies and pilots.
However, it is generally felt that the demands for the plans for the
implementation of the Water Framework Directive are not realy matched
by supporting methodologies and technologies.
Therefore, it is important to
strengthen the dialogue and co-operation between the following four
major groups involved in the implementation of the WFD:
|
4 Major
groups
|
4 Major
questions
|
|
Policy makers and advisors
|
|
- Members of the EC's Common Implementation
Strategy (CIS), including working groups
- National representatives
- Members of the working groups on national
implementation
|
Wouldn't
you like to get insight in the problems implementing 'your' WFD
policy and in particular developing WFD compliant IRBMP's?
- At
the Forum you will learn what the current problems are and people
are eager to listen to your policy demands
|
|
Operational Managers
|
|
- Managers of (sub-) river basins, responsible
authorities
|
Wouldn't you like to have more
support for developing WFD compliant IRBMP's?
- At
the Forum you will learn what is currently available and people
are eager to listen to your operational demands
|
|
Methodology providers
|
|
- Scientists and researchers supporting the
implementation of the WFD
|
Wouldn't
you like your work to be tailored to the demands and be used in
real-life?
- At
the Forum you will learn what is demanded from science and you
are able to share what methodologies you have available
|
|
Technology providers
|
|
- Consultants
- Companies focusing on ICT support
|
Wouldn't
you like to know how your technologies could better fit in
practice?
- At
the Forum you will learn what is demanded from technology and you
are able to share what technologies you have available.
